Proposal Review and Publication Policy
Applicants must submit a short High Temperature Materials Laboratory research proposal
for review. It is recommended that the user contact the Group Leader
and/or
staff to be involved in the research effort prior to submitting the
proposal.
The HTML Proposal Review Committee meets monthly to evaluate proposals
and
make recommendations on their acceptance. It also recommends priorities
for
use of instruments within HTML user centers, consistent with DOE
missions
and objectives. Applicants are notified about decisions normally no
later
than 2 weeks after review by the committee.
Users conducting nonproprietary research must agree
that results will be submitted for publication in the open literature
no more that
6 months after such research is concluded, and must be co-authored by
the
appropriate HTML researchers. Nonproprietary research at the HTML is
usually
conducted at no direct cost to the user, although occasionally charges
are
assessed for unusual services.
Users conducting proprietary research must pay a full
cost recovery fee. In proprietary projects all the data and results are
the property of the user and there is no publication requirement.
